My Lords, in the short time available, I shall concentrate on two areas: the link between positive child development and early intervention strategies, and the link between early intervention strategies and reducing the economic deficit. DIVERSITY – IS IT BETTER TO BE MIXED RACE?

Sometimes being mixed race is like having a cloak of invisibility.  The most remarkable hour of my life came when I put on a head scarf and went out alone to witness riots on the 'Arab street' in the Gaza Strip in June 2003. If the thousands of young Palestinians had known I was a Jew with an American and British passport, and an MP to boot, at best they would have kidnapped me, at worst killed me on the spot.

When people think of Rwanda they usually think of genocide or, if they've visited, maybe the Garden of Eden. Rwanda's beauty seems at odds with its past horrors. I first visited Rwanda when I was an MP, in 1998, four years after the genocide claimed between 800,000 - 1,000,000 lives. I went to a school where 10,000 people were herded, then murdered. I stood in a classroom where the victims' twisted screams were still clearly visible on their faces; the only signs of the UN were the plastic curtains with the UN logo, nailed over the windows to keep the flies out. As far as the international community was concerned, "never again" turned out to be a slogan, not a policy.

Whatever else people expect from a politician, it’s not usually a beautifully written personal memoir steeped in honesty. Barack Obama has produced one, possibly because he wrote it when he was 33, long before realising any political ambitions. In essence, this is the search for his lost father who left when Obama was two, and whom he met only once, when he was 10. When Obama was 21 he received a phone call from Kenya telling him his father had died in a car crash. “I felt no pain,” Obama wrote after the call, “only the vague sense of an opportunity lost.”
